About the Role

MDHA is seeking a detail-oriented and knowledgeable Compliance Manager to support regulatory compliance, tenant file reviews, deficiency tracking and corrective action across its housing portfolio.

This position plays an important role in ensuring tenant files, eligibility determinations, rent calculations, recertifications and required documentation meet applicable federal, state, program and agency requirements.

Working under the day-to-day direction of the Senior Compliance Manager and the overall leadership of the Director of Compliance and Risk Management, you will conduct compliance reviews, document findings, monitor corrective actions and help identify recurring issues and opportunities to strengthen internal controls.

You will also collaborate with property management teams, provide technical guidance within your authority, and support audits, management reviews and portfolio-wide compliance initiatives.

What You'll Need to Bring

Minimum Qualifications

  • Bachelor's degree in public administration, business administration, finance, management or a related field, or an equivalent combination of education and experience.

  • Three to five years of experience in affordable housing compliance, occupancy or property management.

  • Working knowledge of HUD, Low-Income Housing Tax Credit (LIHTC), HOME, Project-Based Rental Assistance (PBRA) and Family Self-Sufficiency (FSS) program requirements.

  • Experience conducting tenant file reviews, identifying compliance deficiencies and tracking corrective actions through resolution.

  • Strong written and verbal communication skills, including the ability to explain complex regulatory requirements clearly.

  • Excellent attention to detail, accuracy, organization and follow-through.

  • Strong administrative and documentation skills, including the ability to maintain accurate records and supporting documentation.

  • Ability to identify discrepancies, recognize recurring compliance issues and escalate complex or non-routine matters appropriately.

  • Ability to work collaboratively with property management staff and internal stakeholders.

What You'll Do

Conduct Compliance Monitoring and File Reviews

  • Conduct on-site and remote reviews of tenant files to verify eligibility, income, rent calculations, recertifications and required documentation.

  • Review files for compliance with HUD, LIHTC, HOME, PBRA, FSS and other applicable program requirements.

  • Use standardized monitoring tools, review checklists and file-sampling methods to promote consistent application of regulatory requirements and internal controls.

  • Submit completed reviews and supporting documentation to the Senior Compliance Manager for oversight, review and escalation when appropriate.

Manage Deficiencies and Corrective Actions

  • Identify, document and communicate compliance deficiencies to property management staff clearly and promptly.

  • Track corrective actions through resolution, including deadlines, follow-up status and documentation of completion.

  • Conduct follow-up reviews to confirm deficiencies have been corrected accurately and in accordance with program requirements.

  • Help prepare summaries of findings, compliance trends, delinquent certifications and corrective action status for leadership review.

Strengthen Internal Controls and Audit Readiness

  • Perform assigned internal control activities related to tenant eligibility, file completeness, rent and income documentation, recertification accuracy and required forms.

  • Maintain complete documentation of reviews, findings, corrective actions and final resolutions in accordance with MDHA standards.

  • Identify control breakdowns, recurring documentation errors and process weaknesses, escalating concerns for management review.

  • Prepare files, records, logs, reports and supporting documentation for internal audits, external audits, management reviews and compliance inspections.

  • Assist with responses to audit findings and document corrective actions resulting from reviews and inspections.

Monitor Third-Party Managed Properties

  • Conduct compliance reviews of third-party managed properties as assigned.

  • Provide technical guidance regarding file corrections, documentation standards and compliance procedures.

  • Promote consistent compliance practices across MDHA's housing portfolio.

  • Work with property management staff to resolve file-level discrepancies and support consistent implementation of established procedures.

Administer Regulatory Compliance Requirements

  • Apply established policies, procedures and regulatory requirements to daily compliance activities.

  • Verify the appropriate use of approved leases, forms, addenda, notices and required compliance documentation.

  • Resolve discrepancies affecting compliance reporting, file accuracy and audit support documentation.

  • Escalate complex regulatory interpretation questions, high-risk findings, systemic issues and non-routine compliance matters to the Senior Compliance Manager.

  • Support compliance dashboards, management reviews, internal reporting and portfolio-wide initiatives.

Provide Training and Technical Assistance

  • Provide day-to-day compliance guidance to property management staff within established authority.

  • Reinforce standard procedures, file documentation expectations and applicable regulatory requirements.

  • Identify recurring compliance issues that may require additional training, process improvements or enhanced monitoring.

  • Contribute to standardization efforts and continuous improvement across MDHA's compliance operations.
