About the role
Overview
MicroTech seeks a hands-on Director of Proposals to lead the development and submission of compliant, compelling federal proposals for enterprise IT, professional services, and technology solutions. The Director manages concurrent pursuits, leads proposal teams, and actively writes, edits, and integrates content to present a clear, credible response to each customer’s requirements and evaluation criteria.
The Director typically joins a pursuit after qualification and an initial pursuit decision, leading the capture-to-proposal handoff and day-to-day proposal execution. The Vice President leads proposal strategy, portfolio priorities, and resource planning. Within that direction, the Director establishes proposal plans, coordinates approved resources with business units, manages assigned staff and approved Bid and Proposal (B&P) budgets, and escalates risks and resource conflicts early.
Responsibilities
- Lead proposals from capture handoff through submission, including RFPs, RFQs, task orders, oral presentations, evaluation responses, and final proposal revisions. Support RFIs and other pre-proposal efforts as assigned.
- Analyze solicitation instructions, evaluation criteria, statements of work, and amendments. Build and maintain compliance matrices, annotated outlines, schedules, assignments, and submission checklists.
- Conduct kickoff meetings and establish clear expectations, milestones, and accountability for proposal staff, capture managers, technical leads, pricing personnel, business units, subcontractors, and subject matter experts.
- Translate capture strategy into customer-focused win themes, differentiators, and substantiated claims. Develop persuasive narratives that explain the proposed approach, benefits, and relevant evidence.
- Write and edit executive summaries, management approaches, staffing and transition plans, past performance, and other assigned sections. Interview subject matter experts and turn technical inputs into concise, evaluator-focused content.
- Manage technical, management, past performance, and price volume integration with the responsible leads. Reconcile staffing, labor categories, hours, assumptions, schedules, and commitments across the complete proposal.
- Plan and lead color-team reviews and production readiness checks. Consolidate feedback, assign corrective actions, and verify closure before final approval and submission.
- Control document versions, templates, graphics, page limits, and production quality. Verify required forms, attachments, file formats, and delivery instructions; coordinate authorized submission and confirm receipt.
Team Leadership and Process Improvement
- Supervise and coach assigned proposal personnel; set performance expectations, balance workloads, and identify training and staffing needs. Direct assigned contributors across multiple simultaneous deadlines.
- Execute approved proposal budgets and resource plans. Track costs, milestones, and risks; provide timely status reports and recommend priorities and corrective actions to the Vice President.
- Maintain reusable, validated proposal content and past performance material. Protect proprietary information and follow applicable company quality procedures, including ISO and CMMI processes.
- Conduct post-submission reviews and incorporate debriefing feedback. Track proposal quality, milestone performance, review findings, and award outcomes to improve execution.
- Perform other related duties as assigned.
Qualifications
- Bachelor’s degree in business, communications, English, information technology, or a related discipline.
- At least 10 years of progressively responsible federal government contracting and proposal experience, including at least 5 years leading proposal teams and supervising or developing proposal personnel.
- Demonstrated success leading winning federal proposals within the past 3 years, with the ability to explain personal responsibilities, proposal scope, and results without disclosing protected information.
- Experience managing complex, concurrent proposals under IDIQ and GWAC vehicles, including task order competitions and proposals involving prime contractors and multiple teaming partners.
- Working knowledge of firm-fixed-price, time-and-materials, cost-plus-fixed-fee, and cost-plus-award-fee proposal requirements; ability to coordinate with pricing and contracts specialists.
- Strong knowledge of federal solicitation structures, compliance requirements, evaluation methods, and proposal review and production processes.
- Excellent writing, editing, interviewing, and analytical skills; ability to make complex technical and management approaches clear and persuasive.
- Advanced proficiency with Microsoft Word, Excel, PowerPoint, and collaborative document management tools, including templates, version control, and final production.
- Demonstrated ability to lead cross-functional teams, hold contributors accountable, resolve competing demands, and meet firm deadlines in a fast-paced environment.
Preferred Qualifications
- Experience with federal enterprise IT, cybersecurity, cloud, C4ISR, engineering, or other professional services proposals, including Department of Defense and civilian agency acquisitions.
- APMP certification or comparable formal proposal management training; experience with oral presentations, proposal graphics, and structured proposal improvement.
