We are seeking an experienced Integration Developer to maintain, troubleshoot, and enhance critical data integration systems supporting public health information exchange. In this role, you will work with Rhapsody Integration Engine, .NET applications, and SQL-based technologies to ensure reliable communication between external organizations, public health departments, and CDC systems. You will contribute to the modernization of legacy applications, improving system performance, data quality, and operational efficiency. Working closely with technical teams and internal stakeholders, you will help optimize HL7 messaging workflows, automate maintenance processes, and strengthen integration architecture. Your expertise will support essential disease surveillance and public health data infrastructure while ensuring the continuity and reliability of mission-critical services. This opportunity is ideal for a hands-on developer who enjoys solving complex integration challenges and contributing to meaningful technology modernization initiatives in a remote environment.
Accountabilities:
- Support, maintain, and troubleshoot existing .NET applications and Windows-based infrastructure to ensure system stability, availability, and reliable performance.
- Develop, maintain, and optimize scripts, utilities, and automation tools using PowerShell and SQL to streamline operational workflows and reduce manual maintenance.
- Configure, monitor, and troubleshoot interfaces within the Rhapsody Integration Engine, ensuring reliable data exchange between external organizations, public health departments (DPH), and Centers for Disease Control and Prevention (CDC) systems.
- Develop, maintain, and enhance HL7 message routing, transformations, mappings, and interface configurations to support accurate and consistent public health data exchange.
- Troubleshoot, maintain, and enhance the NEDSS Base System (NBS), supporting its functionality and integration with related public health applications.
- Maintain and improve ancillary systems, including NBS Utilities and the Electronic Laboratory Reporting (ELR) data store.
- Implement system upgrades, enhancements, and new modules while minimizing disruption to existing services and maintaining operational continuity.
- Participate in legacy system modernization initiatives by assessing current applications, identifying technical limitations, and helping define practical migration and improvement strategies.
- Evaluate emerging technologies, tools, and architectural approaches to improve disease surveillance systems, data infrastructure, and integration capabilities.
- Collaborate with internal technical teams and stakeholders to review system architecture, identify performance bottlenecks, and recommend scalable, maintainable solutions.
- Develop and maintain technical documentation, system specifications, troubleshooting guides, and operational procedures to support ongoing maintenance and knowledge transfer.
- Provide technical guidance and knowledge transfer to internal staff, helping strengthen in-house capabilities and ensure continuity of system support.
- Support data integration workflows and investigate issues involving message delivery, data quality, connectivity, and interoperability between connected systems.
- Bachelor's degree in Information Technology, Computer Science, or a related field, or equivalent relevant professional experience in IT development and systems integration.
- Extensive hands-on experience with the Rhapsody Integration Engine, including interface development, message routing, transformations, mappings, monitoring, and troubleshooting.
- Strong SQL development and troubleshooting skills, with the ability to investigate data issues, optimize queries, and maintain reliable data workflows.
- Proficiency in C# and the .NET Framework, including experience supporting, maintaining, and enhancing existing enterprise applications.
- Familiarity with Oracle PL/SQL and the ability to work with Oracle databases and related data processing workflows.
- Experience administering Windows Server environments and configuring and maintaining Internet Information Services (IIS).
- Strong PowerShell scripting skills for automation, system maintenance, troubleshooting, and operational support.
- Experience analyzing technical requirements, investigating system issues, and translating business or operational needs into practical programming solutions.
- Ability to contribute to technical architecture discussions, legacy modernization planning, and the evaluation of emerging technologies for data integration and infrastructure improvement.
- Understanding of enterprise integration principles, data exchange processes, system interoperability, and secure communication between internal and external platforms.
- Strong analytical and problem-solving skills, with the ability to troubleshoot complex application and integration issues independently.
- Excellent communication and documentation skills, including the ability to explain technical concepts and transfer knowledge to internal teams.
- Ability to collaborate effectively with distributed teams, manage competing priorities, and maintain reliable systems in a remote working environment.
- Familiarity with healthcare interoperability standards, including HL7 and FHIR.
- Experience working with Team Foundation Server (TFS) or similar source control and development management tools.
- Knowledge of NBS/NEDSS applications, public health reporting workflows, and disease surveillance systems.
- Experience with SMTP and SFTP protocols for messaging, file transfers, and system-to-system communication.
- Understanding of public health messaging vocabularies and clinical coding systems, including LOINC, SNOMED CT, and ICD-10-CM.
- Previous experience supporting public health data infrastructure, electronic laboratory reporting, or government health information systems.
