About the role
We are seeking a Network Designer, IP & Services to design and develop networks and services delivered across fibre, coaxial, fixed wireless, and transport infrastructure. This role is responsible for creating the technical blueprints that support Internet, voice, video, core and transport networks, as well as corporate LAN and WLAN environments. Responsibilities include developing network architectures, detailed designs, capacity plans, bills of material (BOMs), and technical standards that ensure networks are scalable, reliable, and efficient.
A key focus of this position is establishing and maintaining standardized network and service designs. The successful candidate will work closely with technical and project teams to develop reference architectures, design standards, and documentation that support new deployments, network expansions, capacity upgrades, and technology lifecycle initiatives.
Key Responsibilities
Architecture & Standards
- Develop and maintain reference architectures for Internet, voice, video, core routing and transport services, and corporate LAN/WLAN environments.
- Establish design standards, naming conventions, IP addressing schemes, and documentation templates.
- Incorporate security, resiliency, scalability, and operational requirements into all network designs.
- Ensure adherence to established standards while documenting approved deviations.
- Collaborate with operations and engineering teams to continuously refine and improve design standards.
Network & Service Design
- Produce high-level and low-level designs for new services, network expansions, and infrastructure upgrades.
- Design broadband service delivery platforms across FTTH, MDU, coaxial, and fixed wireless access environments.
- Design voice, IPTV, OTT, multicast, and QoS-enabled service solutions.
- Develop designs for IP/MPLS core networks, DWDM transport systems, and carrier interconnections.
- Define standards and architectures for corporate networking environments, including LAN and WLAN infrastructure.
Capacity & Lifecycle Planning
- Develop utilization forecasts and capacity plans for core, transport, access, and service platforms.
- Create lifecycle management plans identifying end-of-life infrastructure and recommended replacement strategies.
- Evaluate design options to improve network capacity, resiliency, performance, and scalability.
- Contribute to long-term technology and network roadmap planning.
Design Documentation & Records Management
- Create implementation-ready design packages, including technical documentation, diagrams, routing policies, IP/VLAN assignments, QoS requirements, and acceptance criteria.
- Review deployment and commissioning results to ensure alignment with design objectives.
- Maintain accurate network records, diagrams, and addressing documentation within network management tools.
- Reconcile design records with as-built field information.
Materials, Estimating & Procurement Support
- Prepare bills of material for network hardware, optics, software licensing, and related infrastructure.
- Develop cost estimates for projects, capital planning, and funding initiatives.
- Evaluate vendor solutions and emerging technologies through documentation reviews, vendor engagement, and proof-of-concept testing.
- Support business cases, funding applications, and project reporting requirements with accurate design and cost information.
Collaboration & Project Support
- Work closely with Project Managers to support project schedules and identify design risks and dependencies.
- Coordinate with outside plant, transport, facilities, and power teams to ensure integrated design solutions.
- Review designs with operational and engineering teams prior to implementation.
- Provide technical guidance and support during project delivery and deployment activities.
- Respond to design-related inquiries and support troubleshooting efforts during implementation.
Required Qualifications
- Diploma or degree in Networking, Telecommunications, Engineering Technology, Computer Science, or a related field, or equivalent industry experience.
- Minimum of five (5) years of experience in network design, network engineering, or architecture within a telecommunications or service provider environment.
- Strong knowledge of IP routing and switching technologies, including BGP, OSPF, MPLS, EVPN, and QoS.
- Working knowledge of service provider access and transport technologies, including GPON, XGS-PON, DOCSIS, DWDM, IPTV multicast, and VoIP.
- Experience producing detailed network designs, diagrams, IP addressing plans, and technical documentation.
- Experience in network capacity planning, lifecycle management, and infrastructure modernization.
- Strong written and verbal communication skills, with the ability to produce clear technical documentation.
- Ability to work independently and collaborate effectively with cross-functional teams.
- Ability to manage confidential and sensitive network information.
- Successful completion of a background check.
- Eligibility to obtain and maintain Government of Canada security clearance.
