Worley Canada Construction is seeking an experienced Project Procurement Manager to join our Edmonton Procurement team. This role is accountable for developing and executing project procurement strategies that support safety, schedule, cost, quality, contractual, and client requirements while protecting the company’s commercial interests.
The successful candidate will provide hands-on procurement leadership, coordinate cross-functional stakeholders, and may lead buyers, expeditors, logistics, field procurement, and material management personnel. The position may also support proposals and require travel to project sites, supplier facilities, or other company locations as business needs require.
Responsibilities:
- Develop, implement, and maintain project-specific procurement plans, contracting and sourcing strategies, bidder lists, procurement schedules, responsibility matrices, and reporting requirements.
- Lead procurement execution from requisition planning and market engagement through bid evaluation, negotiation, award, expediting, logistics, delivery, site support, and closeout.
- Ensure procurement activities comply with delegated authority, corporate policies, project procedures, contractual obligations, approved budgets, and client requirements.
- Partner with project management, engineering, construction, planning, project controls, quality, finance, legal, and material management to align procurement priorities with the project execution plan.
- Establish clear package ownership, priorities, deliverables, and workload assignments for the project procurement team; monitor performance and remove execution barriers.
- Maintain proactive communication with clients and internal leadership, including procurement status, forecast commitments, schedule risks, commercial exposures, recovery actions, and decisions required.
- Lead the development and review of procurement inputs for estimates, proposals, execution plans, staffing plans, schedules, and project risk assessments.
- Develop sourcing strategies and identify qualified Canadian and international suppliers capable of meeting technical, commercial, quality, schedule, and capacity requirements.
- Lead competitive bid processes, commercial evaluations, clarifications, negotiations, recommendations for award, purchase orders, subcontracts, change orders, and other procurement instruments.
- Ensure technical and commercial bid evaluations are complete, properly documented, and aligned before award recommendations are issued.
- Work with expediting, inspection, logistics, and project teams to monitor supplier performance, manufacturing progress, documentation, quality requirements, shipping readiness, and delivery commitments.
- Identify supply chain risks early and implement practical mitigation, recovery, and escalation plans to protect critical project milestones.
- Manage supplier commercial issues, claims, back-charges, non-conforming materials, warranty matters, and closeout obligations in coordination with appropriate stakeholders.
- Monitor commitments, procurement savings, cash-flow considerations, market conditions, escalation, lead times, and supplier capacity; provide recommendations supported by current project data.
- Maintain accurate procurement records, approvals, correspondence, commercial files, and auditable decision documentation in applicable systems.
- Coach and develop procurement personnel, reinforce accountability and ethical conduct, and model collaborative, solution-oriented leadership.
- Support continuous improvement by applying lessons learned, standardizing effective practices, and improving procurement tools, reporting, and governance.
Qualifications:
- Minimum 10 years of progressive supply chain or procurement experience in industrial construction, EPC/EPCM, oil and gas, energy, mining, infrastructure, or a comparable project environment.
- Minimum 5 years of leadership experience as a Procurement Manager, Project Procurement Manager, Procurement Lead, or in a comparable role with responsibility for people and project outcomes.
- Demonstrated experience managing procurement for complex technical equipment, materials, and services across the full project lifecycle.
- Strong commercial and contractual capability, including competitive tendering, bid evaluation, negotiation, purchase order or subcontract formation, change management, claims, and supplier performance management.
- Proven ability to work with engineering deliverables, procurement schedules, project controls, construction priorities, and material need dates.
- Experience supporting proposals, estimates, procurement planning, project mobilization, and execution readiness is preferred.
- Post-secondary degree, diploma, or certificate in supply chain management, business, engineering, construction management, or related discipline is preferred; an equivalent combination of education and relevant experience will be considered.
- Supply chain designation such as SCMP, CPSM, or equivalent is an asset.
- Advanced working knowledge of Microsoft Excel, Word, PowerPoint, and procurement or enterprise systems.
- Ability to travel to project sites or supplier locations when required.
