About the role

The Hong Kong Institute of Educational Research (HKIER) invites committed practitioners with strong expertise and leadership in either of the following areas to join the Quality School Improvement Project (QSIP) as School Development Officer(s) (SDO):

QSIP is an organisation established by the HKIER in 1998, dedicated to driving comprehensive school improvement as an external change agent. Through professional school-based support, QSIP endeavours to strengthen teachers’ professional capacity, facilitate school improvement, and enhance the quality of education. Over the years, QSIP has evolved from a project-based initiative into an organisation implementing multiple projects supported by diverse funding sources, alongside self-financing professional school improvement programmes. (For more details, please visit: https://qsip.cuhk.edu.hk/ )

Applicants should possess (i) a Bachelor’s degree; (ii) at least ten years of relevant experience in secondary education, preferably with responsibilities in school management, leadership, and curriculum development; (iii) substantial experience in teaching and leading a subject department, preferably in one or more of the following subjects: Geography, Chinese History, Ethics and Religious Studies, BAFS, Economics, Chinese Language, English Language, Music, ICT, Physics or Biology; (iv) experience in facilitating cross curricular or interdisciplinary learning, and fostering students’ intellectual, humanistic and/or scientific development; and (v) strong pedagogical content knowledge and effective teaching strategies in relevant academic subject(s), including the appropriate use of AI to enhance learning and teaching effectiveness (e.g. addressing students’ learning difficulties and catering for learner diversity).

Preference will be given to candidates with (1) a higher degree in a relevant subject discipline, as listed above, or in Education; (2) a professional background equivalent to Principal Graduate Master (PGM) / Senior Graduate Master (SGM) in secondary schools, or above; (3) a proven track record of facilitating school improvement at both school-level and department-level; and (4) substantial professional experience in educational organisations in addition to experience in secondary schools. Candidates with less experience (at least six years of relevant experience) after obtaining the Bachelor’s degree will be considered for appointment as SDO II.

The appointee(s) will (a) provide school-based support to partner schools on a regular basis to strengthen the professional capacity of school leaders, middle-level leaders, and frontline teachers; (b) support schools in internalising a systematic E-PIE cycle for school self-evaluation; (c) facilitate professional development through collaborative practices, lesson study, consultation, and action learning; and (d) conceptualise and disseminate effective school improvement practices in areas such as school management, learning and teaching, and student support through articles, exemplars, publications, toolkits, and reports.

Appointment will initially be made on a full-time / fractional-time / part-time contract basis for one to two years, renewable subject to mutual agreement.
