Position Overview
We are seeking an experienced Senior Manager of Government & Financial Compliance to support HDUSA in the preparation and execution of regulatory compliance requirements. This role leads the day-to-day financial compliance activities required of companies doing business with the United States Government (USG), including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and other applicable laws. Key focus areas are the development of incurred cost submittals across various CAS entities, the development and maintenance of CAS Disclosure Statements, and USG business system readiness. The ideal candidate brings strong finance expertise, experience in defense/regulated environments (FAR/DFARS, CAS, DCAA/DCMA audits), and a record of disciplined, data-driven decision making.
Key Responsibilities
- Lead the development, preparation, and timely submission of the annual Incurred Cost Proposal (ICP) / incurred cost submittals for each of the various CAS-covered entities, including supporting schedules, indirect rate calculations, and reconciliation to the general ledger; provide audit support as required.
- Develop, update, and maintain CAS Disclosure Statements for the company's CAS entities; assess, document, and quantify accounting practice changes, and prepare related impact analyses and cost impact proposals.
- Lead business system readiness for the six USG Business Systems (Accounting, Estimating, Purchasing, Material Management and Accounting System (MMAS), Property Management, and Earned Value Management (EVM)), including internal reviews, gap assessments, and readiness testing.
- Provide oversight and liaison support to the functional departments (accounting, estimating, supply chain, etc.) that own the business systems; coordinate responses to Corrective Action Requests (CARs) and Corrective Action Plans (CAPs).
- Support development and submission of Forward Pricing Rate Proposals (FPRPs) and indirect rate management and monitoring.
- Serve as a point of contact and liaison with DCAA, DCMA, SUPSHIP, and other government and external audit agencies; manage timely preparation of responses to audit requests and reports, and maintain tracking and reporting of open and future audits.
- Coordinate with the accounting team to support government and financial audits, including quarterly, half-year, and fiscal year-end requirements.
- Support the design, documentation, and periodic testing of financial controls to identify and mitigate potential CAS non-compliance and risk items; perform periodic financial reviews consistent with internal policies and procedures.
- Develop and continuously improve compliance policies and procedures; ensure incurred cost submittals and accounting practice changes align with current government standards.
- Monitor evolving government regulations (FAR, DFARS, CAS) and communicate impacts to leadership.
- Partner with Legal, Finance, and Business Development to identify risk and embed compliance into the bidding process.
- Develop and deliver financial compliance training for the finance department in support of CAS and related audit areas.
- Support compliance monitoring, surveillance, and investigations of suspected compliance violations.
- Brief senior leadership on potential government or financial compliance risks, corrective action plans, and mitigation activities.
- Supervise, develop, and mentor compliance staff; foster a culture of accountability and continuous improvement.
Required Qualifications
- Bachelor's degree in finance, accounting, business, engineering, or a related field.
- 10+ years of progressive finance / government compliance experience, including direct experience in the Aerospace and Defense (A&D) industry.
- Demonstrated experience preparing incurred cost submissions and CAS Disclosure Statements, including multiple CAS entities and cost structures.
- Working knowledge of FAR/DFARS, CAS, indirect rate structures, and government audits (DCAA/DCMA).
- Hands-on knowledge of the six USG Business Systems and what is required to maintain approved, compliant systems.
- Solid command of GAAP and financial controls, and experience with ERP/MRP systems and automated tools.
- Strong communication skills, with the ability to translate complex financials into clear, actionable insights for leadership.
Preferred Qualifications
- MBA or master's in accounting or finance.
- CPA, CFA, CGMA, or DAWIA/NCMA certifications (e.g., CPCM).
- Experience with DCAA, DCMA, and other USG agency audits, and internal/external audits.
- Familiarity with USG contract types (FFP, FPI, CP, T&M, etc.) as a prime or subcontractor.
- Familiarity with cost/price analysis, should-cost modeling, parametric estimating, and proposal/BOE development.
- Prior supervisory experience.
Education
- Bachelor's degree in finance, accounting, business, or related field.
- Advanced degrees (MBA, MS, etc.) preferred.
