This is a senior project leadership appointment within the Project Management Consultancy team supporting the Client in India. The Senior Manager, Procurement will act as the principal procurement and supply chain authority for the programme, working directly with senior Client stakeholders, Project Directors, engineering leadership, construction, project controls, legal, finance and multiple EPC/EPCM contractors.
The position is accountable for establishing the programme-wide commercial and procurement operating model, assuring contractor performance, resolving critical supply chain constraints and ensuring that procurement decisions remain aligned with safety, quality, cost, schedule, localisation and operability objectives.
Senior Manager, Procurement (PMC)
· Lead the integrated procurement, contracting and supply chain strategy for a multi-billion-dollar capital programme, acting as the Client’s senior PMC representative and providing independent advice, challenge and assurance.
· Develop and maintain the Procurement and Contracting Execution Plan and programme-wide governance framework, including delegated authorities, stage gates, approval matrices, KPIs and assurance reviews.
· Ensure procurement strategies reflect Indian market capability, localisation priorities, import, tax and duty requirements and schedule need dates, including long-lead and owner-furnished equipment.
· Provide executive oversight of tendering, evaluation, negotiation and award for high-value and high-risk packages, protecting the Client on cost, risk allocation, warranties, securities and performance obligations.
· Govern EPC/EPCM contractor and critical supplier performance through scorecards, audits and interventions, chairing recovery forums for distressed packages and overseeing change, claims and close-out.
· Assure materials management, expediting, supplier quality and logistics, including heavy-lift and imported cargo, so that delivery aligns with construction work fronts and site readiness.
· Build and lead a high-performing, geographically dispersed PMC procurement team, providing clear reporting to Client leadership and promoting ethical sourcing, compliance and early escalation.
You'll bring/have:
· Degree in engineering, supply chain, business, quantity surveying, construction management or a related discipline; a postgraduate qualification and professional membership (e.g. CIPS/MCIPS, CPSM, RICS) are desirable.
· Typically several years of progressive procurement, contracting and supply chain experience at a senior management level on a project, including substantial leadership on major capital projects in energy, chemicals, refining, petrochemicals, infrastructure or resources.
· Senior PMC, Client, EPC or EPCM procurement leadership on multi-billion-dollar programmes, with proven capability governing multiple contractors and package portfolios.
· Deep knowledge of engineered equipment, bulk materials, construction subcontracts, long-lead procurement, supplier quality, expediting, materials management and international logistics.
· Strong commercial judgement across tender strategy, complex negotiation, risk allocation, claims avoidance, change management and dispute resolution.
· Experience working in India with Indian manufacturers, contractors and regulatory/customs interfaces is strongly preferred; international sourcing experience is essential.
· Strong digital and analytical capability, including procurement ERP systems, e-sourcing, reporting dashboards and executive performance reporting.
