About the Position
Dexis seeks a highly experienced Strategic Advisor Consultant to support capture and business development across opportunities within the U.S. Department of State’s Office of the Under Secretary for Public Diplomacy and Public Affairs (R) and its family of bureaus and offices. The Advisor will help Dexis assess and pursue potential requirements for executive-office support, staffing and human capital services, acquisition support, and other public diplomacy program and professional services. Responsibilities
- Provide current strategic insight into R’s priorities, organizational environment, staffing and operational needs, and decision-making processes across its bureaus and offices.
- Advise Dexis leadership on market positioning and client engagement strategies for professional services opportunities across R.
- Help the capture team understand the R organization, including key leadership, executive-office and bureau stakeholders, program managers, end users, and acquisition officials who shape requirements and procurement decisions.
- Assess whether anticipated opportunities are likely to proceed and validate planned solicitation timelines, funding, acquisition strategies, contract vehicles, competitive approaches, and potential small-business or other socioeconomic set-asides.
- Provide insight into relevant incumbent contracts, contractors and personnel, likely competitors, and potential staffing or teaming considerations across R opportunities.
- Validate customer needs across staffing and human capital services, acquisition support, administrative and management support, public diplomacy program support, and other professional services.
- Support development of credible staffing and teaming strategies, including identification of senior leaders and subject matter experts with experience serving R bureaus and offices.
- Assist the team in gathering market and cost intelligence, including realistic compensation and rate information for anticipated labor categories and any required cleared personnel.
- Identify and facilitate appropriate introductions with relevant stakeholders and other knowledgeable individuals throughout the capture and bid process.
- Identify critical intelligence gaps, test capture assumptions, and provide candid guidance on opportunity prioritization, competitive positioning, risks, and solution development.
- Participate in periodic strategy sessions and serve as a trusted advisor across multiple opportunities throughout the pre-solicitation, capture, and bid phases.
Qualifications
- Minimum 10 years of experience supporting U.S. Government programs, with significant experience working with or supporting the U.S. Department of State.
- Recent, direct familiarity with the Office of the Under Secretary for Public Diplomacy and Public Affairs and its bureaus and offices, including executive-office, bureau, or program operations, is required.
- Deep understanding of how R bureaus and offices work together, manage resources, and define, procure, oversee, and evaluate professional services requirements is required.
- Relevant professional relationships with current or former R officials and/or contractors supporting R bureaus and offices are strongly preferred.
- Experience with one or more relevant service areas, such as staffing and human capital, acquisition support, administrative and management support, or public diplomacy program support.
- Demonstrated ability to provide actionable client, incumbent, competitive, acquisition, staffing, and pricing intelligence while exercising appropriate discretion and judgment.
- Demonstrated experience navigating the federal procurement process and the dynamic government contracting environment.
- Demonstrated track record of engagement with senior government officials, executive-office or bureau leaders, program stakeholders, acquisition personnel, or contract leadership.
- Prior experience advising capture or proposal teams targeting Department of State public diplomacy or related professional services opportunities is strongly preferred.
