About the role
Strategic Growth Partners provides both operations and strategic support to commercial organizations. Our client is a leading global professional services firm dedicated to helping organizations tackle their most complex business issues, maximize stakeholder value, and deliver sustainable change.
Their Corporate Performance Improvement practice is looking for a Telecom Billing Analyst to support billing assurance and cost-recovery analysis. The work centers on how network and enterprise services are rated, ordered, billed, and recovered. This role requires someone who has hands-on experience analyzing rating, invoicing, and revenue data at scale and tracing discrepancies back to their root cause - not just reconciling reports after the fact.
Workplace Type: 50% travel. Hybrid.
Employment Type: Full-Time
Clearance: Active Secret Clearance required; TS/SCI eligibility strongly preferred.
Compensation: Hourly rate is DOE.
Experience Should Include:
• Telecom billing and rating, including hands-on experience with usage rating, rate plans, tariffs, bundles, and invoice generation across wireline, wireless, broadband, satellite, and/or enterprise network services; experience with circuit-based and subscription-based transport services is a strong advantage.
• Billing platforms and BSS/OSS environments, such as Amdocs, Oracle BRM, Netcracker, CSG, Ericsson, or comparable convergent billing and charging systems; exposure to government service catalogs, order management, and financial systems is a strong advantage.
• Revenue assurance and leakage analysis, including usage-to-bill and circuit-inventory-to-bill reconciliation, CDR/EDR analysis, unbilled and mis-billed services, and root cause identification.
• Carrier and partner billing, including carrier invoice validation against circuit inventory, pass-through of commercial carrier costs to customers, and carrier and vendor dispute resolution; ability to translate carrier cost and billing variances for FinOps and Contracts managers.
• Reimbursable billing and receivables, including customer orders (including military department, combatant command, and defense agency orders), credits and adjustments, accounts receivable aging, write-offs, and billing disputes with mission partners.
• Data analysis using SQL, Excel, and BI tools such as Power BI or Tableau to profile, reconcile, and visualize large billing datasets, including in government-approved analytics environments.
• Government financial management exposure, including familiarity with DoD Financial Management Regulation (FMR) guidance on reimbursable operations and working capital funds, rate-setting and full-cost recovery principles, and internal controls over financial reporting; experience with commercial telecom taxes and fees (e.g., USF, E911), revenue recognition (ASC 606), and SOX controls is transferable and valued.
• AI-driven analytics tooling. Baseline competency with AI-assisted data analysis and anomaly detection tools is expected; candidates should articulate how AI accelerates billing analysis and exception investigation.
• Process documentation and controls testing, including billing control design, walkthroughs, and exception tracking.
• Federal contracting, including working knowledge of FAR and DFARS requirements.
• Handling of Controlled Unclassified Information (CUI) and other sensitive financial and procurement data.
Responsibilities:
• Support billing assurance and cost-recovery assessments, including usage-to-bill and inventory-to-bill reconciliation, rate validation against approved and DWCF rates, and exception tracking.
• Analyze billing data to identify mis-rated, unbilled, and incorrectly invoiced services across mission partners and quantify the financial impact for customer stakeholders; communicate cost impacts and billing exceptions to FinOps and Contracts managers.
• Assist in documenting and redesigning billing, order-to-cash, and dispute management processes, including controls and escalation procedures with Finance, FinOps and Contracts managers, service owners, and customer organizations.
• Assess billing, order management, and financial system readiness and support development of remediation and migration roadmaps aligned with timelines and financial reporting requirements.
• Analyze dependencies between billing remediation and broader enterprise service migrations, rate-setting, and funding model changes, including per-service and per-user cost baselines.
• Contribute findings and analysis into A&M's broader engagement scope and deliverables.
• Support practice development through internal knowledge sharing and content creation.
Qualifications:
• 3+ years of professional experience in telecom billing, revenue assurance, or billing operations within a complex, large enterprise, with consulting or advisory delivery experience a plus.
• Demonstrated experience supporting billing audits, revenue assurance engagements, billing system migrations, or revenue leakage remediation efforts.
• Telecommunications, media, or technology industry experience preferred; DoD or federal billing, reimbursable operations, or working capital fund experience is a strong advantage; deep experience in other complex, high-volume billing environments (utilities, cable, payments) can substitute.
• Bachelor's degree required (Finance, Accounting, Information Systems, Business, or related field); Revenue Assurance (e.g., TM Forum, CFCA) or analytics certifications are a plus.
• Strong SQL and advanced Excel skills; experience with Python or similar scripting is a plus.
• Comfortable with travel up to 50%, including on-site work as required.
• Active Top Secret Clearance; SCI eligibility preferred where required by the engagement.
• United States Citizenship.
• Physically resides in the United States.
• Ability to meet DoD information system access and training requirements, including annual cyber awareness training and, where applicable, DoD 8140 workforce qualification requirements.
What Distinguishes a Great Candidate:
Has hands-on experience analyzing and tracing billing discrepancies to root cause at scale - not just reconciling reports after the fact. Understands the dependency between billing accuracy and broader finance and technology transformation success, including the cost-recovery rules that govern a working capital fund. Can work across billing operations, IT, finance, FinOps, contracts, and compliance teams, and with military department, combatant command, and defense agency customers. Brings AI-assisted data analysis into the delivery toolkit as standard practice.
