- Oversee regulatory and tenant-landlord compliance: Provide oversight for applicable programs and agreements, including HUD/PBRA, LIHTC, HOME, HDG, CDBG, City of Boulder programs, Project-Based Vouchers, Move to Work requirements as applicable to BHP/PM, LURAs, covenants, and other governing documents. - Exercise judgment and assess risk: Interpret and apply affordable-housing requirements to routine and complex situations. Evaluate the facts, applicable program requirements, materiality, resident and organizational impact and potential consequences. Distinguish critical compliance deficiencies from lower-risk or correctable issues; determine when work may proceed with correction; and know when to seek authoritative guidance or escalate.
- Establish consistent review standards: Create, document and maintain clear file-review and correction standards. Calibrate reviewers so similarly situated files receive consistent treatment. Clearly identify which corrections are critical and prevent approval, which must be completed by a defined deadline, and which are coaching or process-improvement items.
- Partner with Regional Managers and property teams: Build trusted working relationships with Regional Managers and property teams. Serve as first escalation point for compliance questions. Consult early, explain the reason behind requirements, clarify ownership and deadlines and work jointly toward compliant solutions without creating unnecessary operational barriers.
- Own audit readiness and response: Coordinate and supervise regulatory, investor, funder, and other compliance audits and reviews. Establish internal plans and deadlines; assign responsibilities; review files and supporting documentation; oversee submissions; serve as or designate the primary contact; coordinate management responses; track findings and clarifications; and ensure corrective actions are completed and documented on time.
- Monitor portfolio compliance and corrective action: Monitor recertifications, renewals, file-review queues, correction cycles, reporting, and other compliance obligations for accuracy and timeliness. Identify trends or backlogs, notify the appropriate Regional Manager, require a recovery plan from Regional Managers, monitor completion and provide hands-on support when directed by the Director of Property Management.
- Develop policies, procedures, and controls: Develop, maintain, and communicate policies, procedures, controls, and decision guidance needed for resident-file setup and maintenance, ongoing project compliance, customer service, Limited English Proficiency, EIV, and other regulatory or operational requirements. Ensure current materials are accessible and usable by the Property Management team.
- Maintain forms and regulatory documents: Create, review, and update applications, certifications, compliance forms, addenda, leases, Tenant Selection Plans, Affirmative Fair Housing Marketing Plans, Management Certifications, Rent Schedules, and other required documents. Ensure approved versions are updated in the appropriate systems and repositories and changes are communicated to affected employees.
- Lead training and onboarding: Own the compliance and role-specific components of Property Management onboarding. Maintain a structured training program that includes new-hire training, application and move-in processes, occupancy, recertifications, accounts receivable, GPRI reports, fair housing, customer service, program requirements, refresher training, knowledge checks, written guidance, and targeted retraining based on file trends, audit findings, questions, or identified risk.
- Convert requirements into practical guidance: Translate complex regulatory language into plain-language procedures, job aids, examples, and decision tools. Clearly communicate what is required, why it matters, who owns the next action, the deadline, whether work may proceed, and when the issue must be escalated.
- Manage compliance workflows and systems: Partner with Property Management, IT and other stakeholders to establish effective assignment, notification, documentation, review, correction, and approval workflows in Yardi and other applicable systems. Identify data-quality or workflow issues that create risk, delay, duplicate work, or unclear ownership and coordinate sustainable solutions.
- Centralized Leasing and Lease-Up Ownership: Provide management oversight for BHP’s centralized leasing and lease-up function. The operating model may include a Senior Compliance Specialist directly supervising Lease-Up Specialists or may assign Compliance Specialists as owners of defined leasing work. The manager is accountable for establishing the model, roles, coverage, quality standards, priorities, and handoffs. Centralized leasing responsibilities may include application intake and processing, eligibility review and verification, applicant communication, documentation follow-up, compliance approval, unit-offer and lease-up coordination, and readiness of the approved applicant/file for handoff.

Run required monthly EIV reports for the PBC portfolio, including Canyon Pointe and Glen Willow, in accordance with BHP policy and procedures and provide the reports to responsible Property Managers for required binder or record updates and/or delegate and maintain oversight of EIV responsibilities.
- Manage external relationships: Develop strong working relationships with CHFA, the City of Boulder, DOLA/DOH, HUD-related partners, tax-credit investors, consultants, and partner agencies. Respond accurately and promptly to compliance questions and requests and represent BHP’s compliance interests professionally.
- Manage consultants, contracts, and invoices: When needed, research and recommend third-party compliance support; participate in contract negotiation; define deliverables and expectations; monitor consultant performance and work completion; and review and approve compliance-related invoices within assigned authority.
- Perform related duties: Perform other related duties and responsibilities as assigned. The role may provide direct technical or processing support when necessary, but remains accountable for building sustainable team capacity, clear ownership, and effective controls.
