Metropolitan Development and Housing Agency (MDHA)
Housing Choice Voucher Specialist
Help Nashville Families Find Stable Housing
Every voucher represents a family and a home. As a Rental Assistance Eligibility Specialist, you are the person who makes sure that housing assistance reaches the right families, accurately and on time. You will work with participants, landlords, and your teammates to keep one of Nashville's most important housing programs running smoothly.
About MDHA
MDHA serves Nashville and Davidson County with a mission to create affordable housing options, support neighborhoods, and strengthen communities. We are a housing authority, a community development agency, and a redevelopment agency with more than 300 employees, a $215 million budget, and nearly 8,000 Section 8 Vouchers. Along with more than 6,800 apartments across 39 properties, we house approximately 30,000 people. When you join MDHA, you join a team that is building a better Nashville.
What You'll Do
You will report to the HCV Supervisor and be the go-to expert on eligibility for programs administered by the Rental Assistance Department. Your work covers the full life of a family's assistance, from initial eligibility and lease-up through re-examinations, transfers, and terminations.
Determine eligibility. Review applicant and participant information and decide who qualifies for admission and continued participation, with accuracy and care.
Process recertifications and changes. Complete annual recertifications, interim changes, and moves. This includes collecting current third-party verification and following up with participants or landlords when documents are missing.
Calculate assistance. Work out total tenant payment, tenant rent, housing assistance payments, and utility allowances in line with Housing Authority and HUD requirements.
Verify and reconcile income. Compare Enterprise Income Verification (EIV) reports against participant documents, then resolve or escalate any discrepancies. Track zero-income participants every six months.
Keep the system current. Enter data in Yardi, generate HUD 50058 forms for submission to HUD through the PIC system, and prepare HAP contract amendments for landlords and participants.
Stay audit-ready. Maintain organized electronic files, scan documents into Yardi, prepare files for third-party and HUD audits, and send possible program violations to Program Integrity staff for review.
Support the team. Prepare correspondence and status reports for management, help gather rent reasonableness and market data, assist with owner and family disputes, and pitch in on administrative work across HCV and other departments.
What You'll Need to Bring
- An associate's degree. Industry certifications and experience can substitute, and five or more years in the industry can take the place of a degree.
- Working knowledge of affordable housing, HUD rules, landlord and tenant rights, and rental and homeownership principles.
- Strong math skills and comfort with basic accounting practices.
- Clear written and spoken communication with participants, landlords, lenders, and other housing providers.
- Excellent organization, good time management, and the ability to meet critical deadlines.
- A tactful, discreet, non-judgmental approach, and the ability to build good working relationships.
- A valid Tennessee driver's license.
Nice to Have
A bachelor's degree in business administration, behavioral science, or a related field, plus three years of increasingly responsible experience in affordable housing, property management, or a related field.
Good to Know
You will need to earn your program certification within twelve months of your hire date, and we will help you get there. The role involves regular sitting, standing, and walking, as well as hands-on computer work, with or without reasonable accommodation. Offers are contingent on a background check, a drug screen, and a pre-employment physical.
